Note: It works the best w/ Bioethanol as fuel, from one of the dependency mods.
Note 2: whilst the cannon is doing its job, give the blaze burners each a straw, so it actually works and fill water in front of the pumps on the front and back of the boilers, once the cannon is finished. I assume you know to moisten the water wheels to jumpstart it and play around with the rotation controller a bit until it works.
